The Fundação para a Ciência e a Tecnologia (FCT) is the main Portuguese funding agency for research with a status of a public organisation with administrative and financial autonomy, under the aegis of the Ministry of Science, Technology and Higher Education (MCTES).

FCT covers all fields of science, from natural sciences to humanities, normally in a responsive mode, aiming at capability enhancement and research excellence. This general support to the development of the S&T system is complemented with the promotion of research in public policies domains, through thematic programmes launched in cooperation with other public organisations.

FCT funding is structured around the following schemes: promotion of training and career development (fellowships, scholarships), promotion of the institutional base in higher education and private non-profit sectors (institutional funding), support to infrastructures, promotion and development of scientific activity (research projects presented by institutions, research teams or individuals in public open calls), diffusion of scientific culture and knowledge. The type of instruments mobilised within these schemes are namely: fellowships and scholarships (PhD, post- doc, sabbatical leave, PhD in companies); institutional funding and support of centres of excellence (associated laboratories) and research centres; grants for acquisition of equipment, awards, and research projects.

In 2006 FCT had an overall budget of 211.7M€ and funded in the marine science field around 7.9M€ in research projects and 3.5M€ in fellowships. From 2005 to 2010 FCT will fund in the marine science field around 9.2M€ in infrastructures and equipment. FCT´s budget is at present considerably higher with more than 500€M.

The Programme for the Enhancement of Marine Science and Technology (PDCTM), established in 1998/1999 with approximately € 10.000.000, is currently being evaluated and its maintenance is under consideration eventual revision of the thematic priorities and objectives.
