Role in SEAS-ERA: MINECO is the project coordinator (i.e. WP10 leader), and will contribute to the thematic work packages (WP1, WP2, WP3 -leader of task 3.3: follow-up of Joint Calls-, WP4, WP5, WP9) and to the Atlantic and Mediterranean work packages (WP6 and WP7).
The Spanish research is mainly funded by the Ministerio de Economía y Competitividad (MINECO). The MINECO activities are aimed at a push back of the frontiers of knowledge in all disciplines, stimulating and funding fundamental academic research at the Spanish universities and at scientific research institutes. MINECO is funding research through the National Plans of Research, Development and Technological Innovation (PN I+D+I). These plans have a duration of four years with annual public and competitive calls which are peer-reviewed. They are developed in the framework of the National Strategy for Science and Technology (ENCYT), aiming that all activities are on service of the well being of the society, the sustainable development, the woman incorporation to the scientific community, the increase of industrial competitiveness and the generation of employment.
The 2008-2011 National Plan has evolved to 13 different Programmes dealing on different aspects, namely Basic research, Applied Research, Innovation, Scientific Infrastructures and Science Internationalization. The bottom-up approach inside each Programme is enforced. The applicant has to identify the objective of the proposal from several options, one of which is marine sciences and technology.
The projects that were funded in the annual calls of the Marine Sciences and Technology programme 2003-2007, and the calls of the Marine Accidental Pollution related to the Prestige oil tanker Strategic Action (2003-2004), marine polar research encompassing the Polar Year Initiative (2007-2008), and the marine projects related to biodiversity (2004-2007), amounted to 33 M €, with 232 projects approved and the participation of 1562 of full time dedicated personnel.
The Ministry, re-structured in 2008, created a new General Directorate of International Affaires to increase the already active policy for international cooperation. Besides bilateral agreements, funding for interchange of personnel, etc., the Ministry is highly concerned in the construction of the European Research Area. In this respect, MINECO is an active partner in 40 ERANETS, having invested 28.6 M € on joint calls. From these, 5.4 M € were in the environmental area. MINECO has participated with a virtual common pot in MarinERA and AMPERA, with investments of around 2M €.
